The TSA and the MSPB have announced an agreement under which the MSPB has agreed to review adverse action appeals from screening workforce employees under largely the same rules applying to federal employees in general, effective with actions taken on or after last Sunday (September 26).

That would be the latest move to repeal special personnel provisions in effect at the TSA since its creation 20 years ago policies that federal unions—especially the AFGE union, which represents the bulk of TSA—and many congressional Democrats have been seeking to change almost since the outset.

TSA’s parent DHS in June said it will expand the scope of bargaining at TSA to make it similar to bargaining that occurs at other federal agencies while replacing the agency’s pay-for-performance system with something more like the standard GS system. No timetable for those changes has emerged in the time since, however.

The House Homeland Security Committee has said that even in light of those developments it will continue to push a bill (HR-903) to achieve similar goals, which the House passed twice in the prior Congress but which died in the Senate.
