All four of the indices used to measure the Human Capital Assessment and Accountability Framework (created to guide agencies in building high-performing organizations) fell from 2012 levels, the survey showed.

Talent management had the greatest decrease (59 to 56 percent), followed by job satisfaction (66 – 64 percent). Results-oriented performance culture remained at about 50 / 50, with leadership and knowledge management hovering around 60 percent. (NASA lead in every HCAAF category.)

The score for employee engagement fell from 65 to 64 percent. This measure tracks factors related to how much employees are leaning into to their jobs (i.e. whether they are passionate, energetic, and dedicated to their job and organization).

Views of employee-supervisor relationships remained relatively high, but slipped from 71 to 70 percent, with those respondents indicating a level of trust, respect and support between supervisors and their subordinates.

Global satisfaction – a combination of employees’ satisfaction with their job, their pay, and their organization, plus their willingness to recommend their organization as a good place to work – fell from 63 to 59 percent overall.
