The Army has issued new guidance on the Defense Performance Management and Appraisal Program, part of DoD’s New Beginnings personnel system that is being rolled out across the department.
The latest phase-in round, effective in July, involves numerous Army components including headquarters, the Material Command, the Installation Management Command, the Cyber Command and numerous joint activities; also affected are certain components of the Navy and the Defense Health Agency. Much of the Air Force was included in the phase occurring in April.
More rounds are scheduled through October 2018, eventually bringing the large majority of civilian DoD employees under the system.
The performance management aspect features a three-level rating system corresponding to levels, 1, 3 and 5 of a standard government five-level system.
The guidance, in question and answer format, covers topics including: input by employees and feedback from supervisors in setting and monitoring expectations; bargaining obligations; changing performance elements or standards during a cycle; determining and documenting the final rating; higher-level review of ratings; use of the automated MyPerformance tool; training; and more.
