In a sign of how complex a hiring freeze can be to manage, the Army once again has revised its guidance, following a series of prior memos and interpretations that outlined various exceptions and special considerations.

The latest guidance adds or revises policies on issues such as what happens to positions under recruitment that had tentative offers made as of when the freeze began in January (they are being held in abeyance pending determinations of whether they fall under an Army-wide or command-wide exception) and what happens to a temporary or term employee who is on workers’ compensation and is released under the policy to cut back such positions (that person will continue to receive benefits, which will continue to be charged back to the employing function).
