Federal Manager's Daily Report

An annual report that some agencies use to tout themselves but that produces consternation—and new top-down initiatives—in others is set to be released December 13—the Partnership for Public Service’s annual report on the best places to work in government.

Agencies that come out highly ranked commonly tout the results on their websites, in other forums and in their recruiting pitches. In contrast, a low rating typically sets off a self-examination in an agency, along with criticism from Capitol Hill, the media and the public.

One large factor going into the ratings is employees’ assessments of their agencies as reflected in the annual Employee Viewpoint Survey. The survey conducted earlier this year, whose results OPM released recently, suggest that many agencies could be in for heightened scrutiny and criticism when the new Partnership survey comes out, since many indicators of employee satisfaction — including perceptions of management – fell.
