GSA and DHS have taken some steps to improve collaboration on federal building security, but while each has some individual policies for collaboration, they have made limited progress in agreeing on several key practices, GAO has said.

It said, for example, that while they have drafted a joint strategy that addresses balancing public access, security, and resiliency to enable continuity of operations and rapid recovery from hazards, the document has been set aside while the agencies address other priorities.

Similarly, while a memo of understanding is in place outlining responsibilities and operational relationships concerning the security of GSA-controlled space, some information in it is outdated and incorrect, said the report. And the agencies have not fully collaborated in communicating policies and procedures to operate across agencies and regions; regional officials told GAO they rely on informal communication for day-to-day operations.

“Reaching agreement on these practices will help to enhance the agencies’ ability to protect federal facilities and to improve day-to-day operations at the regional level,” the report said, adding that lack of coordination on day-to-day operations “created inefficiencies and security risks.”
