
Among bills passed late in the 2023-2024 Congress that have now been signed into law is HR-5887, which requires the designation of OMB and agency officials responsible for improving government service delivery and build related capacity for the federal government.
The Government Service Delivery Improvement Act requires OMB to designate or appoint a senior official within OMB as the “federal government service delivery lead” to coordinate government-wide efforts to improve service delivery. It further requires the head of each executive branch agency to be responsible for the agency’s service delivery, including for continuously improving and enhancing services.
Each agency also is to designate or appoint a senior official whose duties are to include coordinating and executing efforts to improve and enhance the agency’s government service delivery in areas such as providing benefits or services to individuals, businesses, and organizations via agencies or programs.
Also signed into law was HR-9592, which eliminates the requirement for federal agencies to provide duplicate originals or certified copies of agency documents submitted for publication in the Federal Register; specifies that a designee of the President may fulfill certain functions, such as approving regulations related to the publication of the Federal Register prescribed by the Administrative Committee of the Federal Register; and provides that in a continuity of operations event in which the Government Publishing Office does not fulfill its publication requirements, the Office of the Federal Register may establish an alternative method to publish the Federal Register until GPO resumes publication.
