Legislation under consideration in the Senate that would permit OPM’s inspector general to use money from the agency’s $2 billion multi-purpose revolving fund would cost about $13 millionfrom 2014-2018, the Congressional Budget Office has said.

S-1276, would also set a limit on the funds available for auditing the functions that the fund covers such as background investigations. The IG earlier this year said it would need about $6.5 million to step up oversight of the fund to try to curb any waste, fraud or abuse that might be taking place. Otherwise, the IG cannot afford to scrutinize the fund’s activities, as some lawmakers – and the White House – would like to see take place.
