Sen. Susan Collins, R-Maine, has introduced a bill that would allow retired federal employees to return to federal service on a part-time basis without having their salary offset by the amount of their pensions.

S-2003 has two co-sponsors, Sens. John Warner, R-Va., and George Voinovich, R-Ohio, and is intended to provide agencies with a tool to help with succession planning and workforce retention needs.

Unions have reportedly signaled apprehension that making it more attractive for retirees to return could get in the way of current, younger employees from moving up.

However, other organizations are reportedly backing the bill including the Partnership for Public Service and the Federal Managers Association.

"Many federal retirees would welcome the opportunity to continue serving their nation," said OPM director Linda Spinger, adding, "I look forward to continuing to work with Congress to secure successful enactment of this bill."
