
Several bills recently introduced in Congress aim to reverse Trump administration actions, including S-1068, to reinstate with back pay and benefits to all veterans, military spouses, survivors, veteran caregivers, and members of the Guard and Reserves laid off due to their probationary status.
That also would apply to all probationary VA employees who were laid off, regardless of whether they are veterans.
The measure also would bar the VA from closing, removing, or realigning offices or programs without Congressional notification; require a year of advance notice to Congress and VA employee unions for any changes in telework or remote work policies; and require the department to certify to Congress that each removal by RIF of an employee will not impact delivery of care or benefits of veterans.”
Meanwhile, HR-2181 would establish a “for-cause” standard—such as neglect of duty, malfeasance, or gross management—for removing inspectors general. That would strengthen current law requiring the President to notify Congress 30 days prior to removal of an IG and to provide a “substantive rationale, including detailed and case-specific reasons” for such removal.
Sponsors argue that the Trump administration did not follow that standard in firing 18 agency IGs, most of which are under court challenge.
Also introduced recently were:
* HR-2180, to authorize inspectors general to continue operations during a lapse in appropriations.
* S-1006, to revoke union organizing and bargaining rights in the federal workplace, including ending all current contracts.
