
Among bills offered recently in Congress is S-4859, to eliminate official time, which is on the clock time that federal employees with union roles can spend on certain union-related business.
That is the latest in a long line of such proposals to end that authority in civil service law, which unions point out was allowed as tradeoff for a requirement that they represent all bargaining unit employees in settings such as grievances regardless of whether they pay dues.
Other recent bills include:
* S-4648, to streamline the classification system, including by narrowing the criteria for classification and reducing exemptions from automatic declassification.
* S-4716, to tighten requirements for auditing recipients of grants made by federal agencies by requiring OMB and GSA to set a new cross-governmental strategy and use advanced analytical tools to identify fraud risk and increase coordination among agencies to ensure are complying with requirements and submitting their required audits.
* S-4780, to increase the number of paid military leave days available to federal employees who are also reserve servicemembers from 15 days to 20 days, with additional days rolling over to the following year.
* S-4859, to prohibit federal employees and contractors from directing online platforms to censor any speech that is protected by the First Amendment.
* HR-9224, to permit law enforcement officers of the Department of the Treasury to carry service weapons to their place of residence while off duty.
