The Senate Homeland Security and Governmental Affairs Committee has approved S-3613, to require facility security committees in federal buildings to formally consider and respond within 90 days to security recommendations from the Federal Protective Service. The FPS in turn would monitor the responses and annually report to Congress; the FPS also would report to Congress on any surveillance technology it recommends for use in federal buildings.

The bill is a response to a GAO report finding that less than a tenth of such recommendations are fully implemented and above half never even get a response. The bill also requires a follow-up report from the GAO.

The committee also has approved:

* S-3626, to extend to all agencies certain streamlining measures for placement of task and delivery order contracts that the Department of Defense currently has.

* S-3654, to require the timely appointment of agency transition officials, to strengthen performance and oversight of required transition-related preparation, and to require new guidance for agencies and possible transition teams.

* S-3594, to reduce duplication in government contracts to build software by requiring agencies to publicly list custom code they make or buy and share this code with the rest of the government
