The House Oversight and Accountability Committee has approved HR-5040, to make past or current use of marijuana no longer grounds for finding an individual unsuitable for federal employment or for denying or revoking a security clearance. The bill also would allow someone who has previously been found unsuitable for employment or denied a security clearance based on marijuana use the chance to have that action reviewed.

The committee also approved HR-4428, to require agencies to state on the first page of guidance documents that such guidance does not have the force and effect of law and is intended only to provide clarity to the public about existing legal requirements or agency policies.

Also approved were HR-5527 to reauthorize the Technology Modernization Fund and to increase its focus on replacing outdated federal agency IT including by creation of a “federal legacy IT inventory” to track results; and HR-5528 to require OMB to conduct a review of federal procurement law to determine the potential for national security risks.

Meanwhile, the House has scheduled voting on:

* HR-4502 to prohibit federal agencies from setting minimum education requirements when hiring cybersecurity professionals absent a requirement in law, and to require OPM to collect and publish data on the education levels of federal cybersecurity professionals hired after the date of enactment.
* HR-890, to require agencies to post their guidance documents (such as memorandums, directives, blog posts, and speeches by agency officials) on a single website designated by the OMB.
