
The House has passed HR-2617, to specify that agency performance plans by involving more stakeholders and to specify that those plans include descriptions of human capital, training, data and evidence, information technology, and skill sets needed for the agency to meet the agency’s performance goals.
Also, during voting on the DoD budget, the House included language of a bill to require that the information in the “Plum Book”—currently posted only once every four years on politically-filled positions and certain other senior positions including career SES—be posted on a central public website and updated regularly and to include demographic information.
The House also has passed HR-3599, to establish a government-wide rotation program for cyber professionals.
