The House has passed HR-1948, to provide the full range of bargaining rights to VA “Title 38” health care professionals, such as registered nurses, physicians, dentists, and physician assistants, that apply to other VA employees and to federal employees in general.

While the bill has been a priority of federal unions representing those employees and some Democratic members of Congress, a Senate vote is not expected and the bill’s chances would be greatly reduced in the upcoming Congress with Republicans in control. Only four Republicans voted for it.

Meanwhile the Senate passed:
* S-2135, to set standards for determining whether programs are wasteful or duplicative and require agencies to identify such programs and report them to the OMB. That agency then would consult with Congress to determine whether the program should continue and if necessary propose legislation to eliminate or consolidate the program.

* S-1143, to ban the social networking service TikTok from government-issued devices.
