A bipartisan bill (S-812) from the prior Congress has been introduced in the Senate to expand the authority for paying bonuses of up to $10,000 to employees who make cost saving suggestions to include suggestions that identify surplus or unneeded funds.
The bill also would require that 90 percent of the savings of any suggestions are directed toward deficit reduction, with the remainder available for agency priority programs.
Also reintroduced (S-780) was a bipartisan bill to require a GAO review of each committee-reported bill to determine a risk of duplicating or overlapping with an existing program, office, or initiative previously identified in a GAO duplication, fragmentation, and overlap report.
