A new bipartisan group of House members has been formed with a focus on the impact on jobs and delivery performance of the Delivering for America reorganization initiative.

“The Congressional Postal Service Caucus will focus on improving on-time delivery rates, protecting postal employees, and stopping harmful facility consolidations that reduce access in rural and underserved areas,” said a statement from the founding members. A caucus is a less formal organization than a congressional committee, typically focusing on issues—and trying to build consensus on them—that cross committee areas of jurisdiction.

Its creation at a time of sharp partisan divisions over many issues, is another indication of the bipartisan nature of interest on Capitol Hill of the USPS, following a recent bipartisan Senate resolution supporting its status as an independent entity.

Recently installed Postmaster General David Steiner said that he plans to continue that program, saying it has improved the Postal Service’s competitiveness and more closely aligned the USPS with private sector logistics best practices.

However, the program has come under continued criticism from the Postal Regulatory Commission, the USPS inspector general and some members of Congress. Those criticisms focus mainly on lowering of delivery standards in some categories and disruptions from closing and consolidating facilities; they also have questioned the work hour and financial savings USPS claimed under Steiner’s predecessor, Louis DeJoy, who started the program.
