OMB has issued budget guidance and while the big story has been that it calls for 5 percent in cuts, it also directs agencies to provide an updated strategic plan with the fiscal 2015 budget, along with an updated performance plan with specific strategies and performance goals through the end of 2015.
These plans should align with the 2015 budget, and provide Congress and the public with ambitious yet realistic expectations of the impacts achievable as a result of proposed budget policy, according to the guidance.
It said the plans should also identify new agency priority goals for the fiscal 2014 – 2015 time period, and the goals should reflect the White House’s top implementation-focused priorities and ambitious, measurable, near-term results.
Agencies should submit draft strategic goals and objectives, and agency priority goal areas, for OMB review by June 3, 2013, and are encouraged to submit full draft strategic plans, OMB said.
It said that if not provided earlier, a full draft of the strategic plan and a draft annual performance plan should be provided with the 2015 budget submission.
OMB has also asked agencies to establish management-focused objectives that communicate agency-specific improvement priorities for critical management functions.
