The order calls on agencies to individually develop and carry out integrated strategic sustainability performance plans that prioritize the agency’s actions toward the goals it sets forth based on lifecycle return on investments.
It also calls on agency heads to appoint a senior sustainability official from among senior agency management to be accountable for agency compliance. That official will be tasked with preparing targets for agency-wide reductions in fuel and energy use and inventorying the agency’s green house gas emissions by February – then submitting to the council chair and OMB a multi-year agency performance plan for approval.
The plans are meant to cover the 2011 – 2021 period. The order directs agencies to integrate the plans into the agency’s strategic planning and budget process, including the agency’s strategic plan.
The plans also should identify agency activities, policies, plans, procedures and practices that are relevant to the agency’s implementation of new or revised policies, plans, procedures or actions, the order said.
