The report said that while CBP lacks a strategic workforce plan to guide its performance of customs revenue functions, it has taken some recent steps to improve its human capital management.
For example, it has developed resource allocation models, but gaps in its efforts remain amid a growing workload that increases the importance of strategic workforce planning, GAO said.
It said the agency has yet to determine the critical skills its workforce needs, and to develop a strategic workforce plan to inform and guide future human capital efforts related to customs revenue, efforts that have lost out to a focus on filling open positions.
CBP’s strategic planning documents establish a strategic objective and performance measures related to customs revenue functions, but it does not publicly report on customs revenue functions in its annual plans and performance reports, the report said.
