The memo also calls on CFOs to review and rank submissions for agency improvements under the White House’s SAVE award program. OMB said it would be providing a list of 2011 SAVE award submissions relating to programs within each agency.

CFO’s should provide OMB with a list that ranks the submissions. The submissions should be reviewed and ranked for their ability to reduce costs in a concrete and quantifiable way, as well as the ability to improve the way the government operates by improving quality of output, simplifying processes, or increasing the speed of government operations, the memo said.

It also calls on agencies to establish internal tactics for identifying, discussing, and promoting practical approaches to eliminating unnecessary costs and inefficient practices, adding that these practices should collectively form a robust clearinghouse of ideas and success stories that accessed and reported centrally to the CFO Council.
