Following a series of hearings DCAA director April Stephenson was reassigned within the organization and replaced with former Army auditor general Patrick Fitzgerald, a move POGO insists in its letter should not be assumed to solve systemic problems.
At the time, GAO said the agency had taken steps to improve metrics, policies, and processes, and noted that the DoD comptroller established a DCAA oversight committee.
Sen. Susan Collins, R-Maine, the ranking member of the Homeland Security and Governmental Affairs Committee stated during a hearing on DCAA, "We cannot be back here again next September," asking the same questions about the same structural flaws.
POGO, playing to such concerns, also asked the committees to pressure DCAA to "remove managers or supervisors that have abused the taxpayers’ trust," continuing, "There should be accountability for managers who consistently exercise bad judgment by wrongfully changing audit opinions, facilitating cozy relations with contractors, or creating an abusive work environment."
