The guidance includes a number of changes for 2006 to address issues identified in the 2005 consistency check and appeals processes and as a result of agency suggestions including the following:
Includes a new option for an abbreviated reassessment, where agencies can update selected questions instead of the entire PART, and programs can begin using and reporting on better performance measures more quickly than if they were to complete a full reassessment.
Clarifies the distinction between “design flaws” and “targeting” in question 1 — so that if a program’s only design flaw relates to the targeting of resources then the program should not automatically receive a “no” to related question components.
Adds “accurate reporting” as a requirement to question 3.3 so programs must now provide evidence that they obligate funds in a timely manner, spend them for the intended purpose, and accurately report their use.
