One of the major management challenges facing the Commerce Department is creating a culture of accountability, its IG has said, citing its findings at several operating units regarding issues such as time and attendance abuse.

At the same time, the department’s senior leadership must show more commitment to the IG’s independence and access to information by “encouraging all employees to cooperate” with audits, inspections and investigations, it said.

Other challenges include filling vacancies in acquisition positions, capturing the details of contract spending and making that information more readily available to the public, and reducing the use of high-risk contracts such as those let without competition.

It also noted a continuing need to improve financial reporting, address cybersecurity vulnerabilities, and improve compliance with the DATA Act, among other management challenges.
