The Senate Homeland Security and Governmental Affairs Committee has passed:

* S-4042, to strengthen requirements on agencies for preserving records, update policies to account for electronic communications such as disappearing messaging apps, and require agencies to take additional steps to increase compliance with recordkeeping policies.

* S-4036, to establish a new interagency Government Spending Oversight Committee as a follow-on to the Pandemic Response Accountability Committee, which is scheduled to sunset September 30, 2025.

* S-4024, to extend beyond the current expiration date of September 30 the authority of DHS to use “other transaction agreement” authority to procure leading-edge technology, including from companies that have not previously contracted with the federal government.

* S-4055, to create a pilot program requiring federal agencies to consistently track whether they are getting a good return on investment when awarding contracts for these goods and services by measuring cost reduction, timeliness of deliveries, quality of deliverables, and end user satisfaction.

* S-2871, to require GSA to report on barriers to government adoption of multi-cloud technology, which allows for sharing data across multiple cloud computing providers, and require the GAO to report on skills gaps in the federal workforce related to acquiring and using cloud technologies.
