
OPM has released a competency model for program evaluation positions, following an analysis of the skills and competencies needed for that work under the 2018 Foundations for Evidence-Based Policymaking Act and later OMB guidance under that law.
“The competencies identified may be used by agencies in the workforce planning, recruitment, employee selection, training and development, and performance management for their program evaluation positions,” says a memo on chcoc.gov.
The guidance covers topics including general and technical competencies for each grade level, technical definitions, and guidance to agencies on program evaluation workforce research capacity. It follows surveys, focus groups and other research OPM conducted into the skills and competencies needed to perform that work.
OPM earlier this year released a competency model for the program and project management job series and separately issued a “general competencies and competency models” for 80 federal occupational series.
OPM said it will issue separate guidance on position classification and career paths for the program evaluation series.
