OMB has issued guidance for agencies as they prepare congressional reports on their fiscal 2008 competitive sourcing efforts, which due to OMB for review by November 21, and due to Congress at the end of the calendar year.

The guidance is similar to that prepared for prior year reports. Agencies have been asked to report data for competitions that were completed in fiscal 2008, as well as those announced but not completed in fiscal 2008.

In addition, agencies must describe the steps their HR and competitive sourcing organizations have jointly taken during the fiscal year to address skill imbalances, competency gaps, and organizational redundancies, according to M-09-04.

It said agencies should omit data on business process reengineering projects undertaken pursuant to the commercial services management initiative in their reports, but added that agencies should track performance and validate results of their BPRs.

Agencies also have been called on to input the requested data into OMB’s competitive sourcing tracking system.

While the required congressional reports ask for only aggregate numbers, the OMB guidance requires agencies to provide more detailed information, by individual competition, to show the basis for the aggregate numbers.
