
Congress has approved and sent to the White House:
* HR-7535, to require OMB to produce a strategy to address the risk posed by the vulnerabilities of agency IT systems to the potential capability of a quantum computer under standards to be set by National Institutes of Standards and Technology. OMB also would report on the funding necessary to secure systems from the threat of such attacks and coordinate efforts with international organizations to develop standards for post-quantum cryptography, including any federal information processing standards.
* S-3905, to require agencies to update their procedures to identify potential conflicts for specific contracts early in the process and require potential and current contractors to disclose business relationships with entities that conflict with the specific work they do for an agency. It would require updates to the Federal Acquisition Regulation to include definitions related to specific types of organizational conflicts of interest; definitions, guidance, and illustrative examples related to relationships of contractors with public, private, domestic, and foreign entities that may cause contract support to be subject to potential organizational conflicts; and illustrative examples of situations related to the potential organizational conflicts identified.
* S-2899, to require that security camera, radio and public address systems in Bureau of Prisons correctional facilities have the capabilities necessary to ensure the health and safety of staff and inmates; and to ensure the documentation and accessibility of video evidence pertaining to misconduct, maltreatment, or criminal activity within the facilities. Among the requirements, the BoP would have to evaluate the systems currently in use at its facilities and implement a plan that addresses deficiencies in and makes upgrades to the systems.
* HR-5343, to require a GAO report on the turnover rate for case management personnel at FEMA and examine steps FEMA has taken and plans to take in the future to lower the turnover rate.
