As the FEA develops and the new LoBs more forward, CRS called on Congress to review how the federal enterprise architecture is being used to address federal information security problems.

It said Congress should oversee how the FEA is facilitating and benefiting large-scale IT projects, such as agency-level technology modernization efforts, as well as the development and performance of the next generation of collaborative e-government initiatives based on the LoBs.

Further, it said congressional oversight is needed to determine if current funding arrangements and interagency procurement regulations will hinder the ability of so-called “centers of excellence” to make upgrades and compete well in competitive sourcing situations.

The overall effectiveness of the FEA at improving federal IT management and reducing IT spending is in question, the report said, as is how OMB is using the FEA to evaluate the IT business cases submitted by agencies with yearly budget requests and how much money has been saved through that process.
