A Reston, Va. based government industry consultant, Input, has called attention to “increased scrutiny” and tighter budget controls on defense and homeland security spending, especially in supplemental spending bills.

The company said in a press release that congressional appropriators are increasingly looking to program performance measures to restrict spending.

However, Input’s acting director for public sector market analysis noted that while Congress provided $20 billion in supplemental spending above the President’s budget request for the DoD appropriations bill, that the inclusion of spending ceilings further demonstrate an “intention to bring spending under control in all categories, both to make the best use of DoD human and technological resources and to end runaway supplemental spending.”

The company also said that DHS’s spending bill passed in October is essentially a “green light” to fully pursue border, response and detection capability expansion.

However, Input noted that Congress is looking for “cost justifications, performance results and expected results for high risk DHS IT programs.”
