The MSPB report also assessed what types of training programs are the most common and most effective, based on responses by SES members to a prior OPM survey.

It said that online training courses were the most common, with 71 percent of execs having taken such training, followed by 65 percent having undergone a short-term executive training program. Sixty-three percent of execs consider the latter very or mostly effective but only 37 percent said the same of the former.

By far the most effective form of training in the eyes of execs is a developmental assignment, with 83 percent deeming them very or mostly effective. However, that was also the least common type of training, with only 18 percent receiving it.

Residential executive development programs and having a mentor advising the exec were considered very or mostly effective by 78 and 75 percent, although again they were not commonly used, at only 34 and 30 percent.
