DHS has recommended forming a partnership with the Department of Energy and its National Laboratories to develop new and more effective technologies and methods to deter and disrupt terror threats and prevent terrorists from boarding aircraft.

The recommendation was one of five DHS secretary Janet Napolitano presented to the White House for improving the technology and procedures used to safeguard air travel against terrorism.

DHS recommended re-evaluating and modifying the criteria used to create terrorist watch lists, accelerating deployment of advanced imaging technology to provide greater explosives detection capabilities, and working with international partners to strengthen international security measures and standards for aviation security.

The department has also called for a bolstered presence and capacity of aviation law enforcement. DHS wants to deploy more law enforcement officers from across DHS to serve as federal air marshals.
