The Defense Department has finalized rules to update and revise employee ethics policies unique to that department.

Like a recent notice of government-wide rules updates recently announced by the Office of Government Ethics, the DoD notice, in the February 28 Federal Register, would incorporate changes made since the last major update, in 1993. Among other things, the rules clarify:

* That policies regarding gifts, teaching, speaking and writing that employees not in a designated DoD component will be considered to be employees of the Office of the Secretary of Defense.

* That limitations on accepting gifts from outside sources have exceptions for acceptance of free attendance at certain events where attendance has been determined to serve a community relations interest of the agency.

* Policies relating to gift-giving between employees where a gift is presented on behalf of a group rather than as an individual.

* Policies regarding financial disclosures to take into account changes in technology and filing procedures.
