DoD has submitted a report to Congress detailing progress with a new civilian employee performance management system and appointment procedures.
It said it plans to establish a three-level performance appraisal system for most civilian employees that will link organizational mission and goals to individual performance plans, but that an implementation timeline has not yet been set.
DoD said it would also continue to involve unions (through a joint labor-management Personnel Authorities Implementation Working Group) as it develops policies on new civilian personnel authorities. It also said it would continue to provide periodic progress updates, and is focused on training for supervisors and managers, as well as improving the skills and advisory capability of its HR workforce.
