DoD has announced a number of changes, some only technical, to its acquisition workforce demonstration project, one of the few remaining tests of alternative personnel policies that have not either been made permanent or have run their course.

Changes announced in the March 31 Federal Register include extending the test through fiscal 2017, increasing the number of employees who may participate to 120,000, tweaking eligibility criteria, and allowing continued participation of organizations and teams if a reorganization would otherwise cause them to lose eligibility.

Also, certain additional occupational series were made eligible, and a new process was created for interested DoD organizations to participate.

The only demonstration project to cover an occupational group rather than an organization, the project features a contribution-based compensation system, pay banding, and alternative hiring and appointment authorities.
