The Equal Employment Opportunity Commission has released
guidance for agencies to establish and maintain effective
programs and to accomplish the requirements of EEO
management directive 715.
The first section focuses on essential elements for
structuring a model EEO program. Section II contains
operational guidance on how to identify barriers that tend
to inhibit free and open workplace competition, and how to
develop a meaningful plan to eliminate them. Section III
provides basic information on agencies’ reporting
requirements and responsibilities to EEOC.
It said it would evaluate agency progress with the
congressionally mandated goal of making the federal
government a model workplace. Once established and
implemented, agencies should continuously monitor and
assess their EEO program against commission standards.
