An executive order (E.O. 13347) issued by President Bush
stresses that agencies must appropriately support safety
and security for individuals with disabilities in situations
involving natural and man-made disasters.
Agencies must consider the “unique needs” of such employees
in their emergency preparedness planning and cooperate with
other levels of government and private organizations to
facilitate planning as it relates to individuals with
disabilities. The order also established an Interagency
Coordinating Council on Emergency Preparedness and
Individuals with Disabilities under the Department of
Homeland Security to further those goals and to report
annually on progress toward them.
