President Obama has signed an executive order to establish a coordinated, government-wide initiative to promote diversity in the federal workforce.

The order directs OPM, OMB, the President’s Management Council and EEOC to develop a government-wide strategic plan and guidance for agency-specific plans to be issued within 90 days.

It calls on OPM and others to identify practices agencies can use to improve the effectiveness of their efforts and to establish a system for reporting regularly on progress implementing their plans.

Agency plans must identify strategies to remove barriers to equal opportunity in recruitment, hiring, promotion, retention, professional development, and training, OPM noted.

Agencies will have 120 days after the government-wide plan is released to issue their own diversity and inclusion strategic plans.
