GAO called on the OIG to include performance audits focusing on economy, efficiency and potential monetary savings as part of its strategic and annual planning.

The OIG also needs to work closely with an objective outside party to obtain external review and consultation in the strategic and annual planning processes, according to the report.

It said the IG should also identify the causes of high employee turnover with the assistance of an objective expert, and determine actions needed as appropriate.

Further, it called on the Integrity Committee to follow up with its finding regarding the NASA IG’s appearance of a lack of independence and to make any recommendations needed.
