The Federal Acquisition Council and the Office of Management
and Budget have published an updated list of best practices
to help agencies manage competitive sourcing.
OMB said the updated guidance reflects lessons that
successful agencies have learned in their sourcing efforts.
For example, it advises agencies to take advantage of
competition to reorganize in-house activities as well as
make competition decisions to achieve other goals such as
a reduction in skill imbalances.
Managers can be influenced to focus more on results by
using internal scorecards, agencies should seek out
assistance from contractors for technical support and
business acumen, conduct thorough preliminary planning,
and strategically group related activities in order to
generate private sector interest, said OMB.
