While feds may harbor doubts about senior leadership those views have actually been trending upward since the rankings were first launched in 2003, PPS noted, suggesting progress is being made.

PPS says concerted effort on the part of senior management to engage employees, improve communication and respond to concerns has a positive impact on attitude, job satisfaction and performance, and it said there’s an opportunity to make up ground here with the private sector.

For example, it said an effort on the part of the U.S. Mint in 2011 to improve communication and empower employees has paid off. The Mint managed to boost job satisfaction and employee commitment from a score of 56 to 68 out of 100, pushing the Mint up in government-wide rankings from 201st to 57th.

Views of leadership rose from 44 in 2010 to 55 in 2011, while the score for senior leaders improved from 36 in 2010 to 51 in 2011, something PPS attributed to "a concerted effort by top management to increase communication with employees, to work more cooperatively with the unions and to more fully explain the challenges faced by the organization and the reasons why decisions were being made."
