Among the programs that have been put through the PART
rating process are federal retirement and the Federal
Employees Group Life Insurance and Federal Employees Health
Benefits programs. The former two carry “results not
demonstrated” tags while oversight of the FEHB program got
the coveted “effective” rating.
With FEGLI and retirement, the assessments found the programs
well managed and administered, with performance measures
used to improve the programs. However, in both cases the
assessors found the programs have no measures for the role
the benefit plays in helping the government recruit and
retain its workforce and no measures for the effectiveness
of the program’s design.
The FEHB integrity program was found to be “efficiently and
effectively managed” but it further was found to have
performance measures that “accurately reflect the positive
impact of oversight and enforcement activities” such as
financial recoveries, debarments and suspensions. Oversight
and enforcement also is closely coordinated with other
stakeholders including law enforcement authorities, the
review found.
