Federal managers are making more use of performance information in their decision-making, GAO has said in a report on the latest survey it conducted on implementation of the GPRA Modernization Act and the Foundations for Evidence-Based Policymaking Act.

It said that in comparison with a similar survey in 2017—which predated the Evidence Act—”at a majority of agencies, managers reported statistically significant increases in performance information use.” An index score that GAO created to assess compliance rose at 16 of the 24 agencies polled and rose overall on a 1 to 5 scale from 3.39 to 3.64.

That index reflects responses to questions regarding use of performance information in specific decision-making activities such as developing strategy and allocating resources; commitment by higher leadership; and attention paid by those above and below them.

By agency, those with highest scores included AID, NASA, SBA and VA, while on the low end were Agriculture, Justice, Commerce and Transportation.

“Managers reported increases at a majority of agencies on actions related to leading practices identified by GAO’s past work that promote the use of performance information, such as providing relevant training and effectively communicating performance information; and managers whose programs were subject to data-driven reviews—regular reviews of progress toward select goals—to a greater extent also reported greater use of performance information,” it said.
