Federal Manager's Daily Report

The Obama administration has just begun to receive reports from federal agencies that will or have started receiving funds through the Recovery Act, and the implications of the infusion of billions of dollars in new money will be felt at all levels throughout the workplace, but especially at the management level.


March 3rd was the first deadline for feedback from agencies to the Office of Management and Budget but this marks only the start of reporting – and accountability –requirements that will involve thousands of managers.


On each Tuesday, through May 12 when each affected agency will have to submit program plans, OMB will be monitoring what could be described as weekly “how goes it?” reports. The reports, must be written in language that is understandable to people who have no knowledge of the programs, said the administration, which is aiming at the form of reporting that was required under Al Gore’s Government Performance Results Act of a decade or so ago.

According to the administration, the recovery plans must be comprehensive and likely will involve all management levels. Officials will be required to submit information up the chain. At a minimum, the master plans due in May must include: Funding tables, objectives, activities, where the money’s going, construction activities, milestones, environmental impact estimates, and so on.
