OMB has launched (at https://fpi.omb.gov/) the decade-in-development Federal Program Inventory site, which it says will serve as “a new comprehensive, searchable tool with critical information about all federal programs that provide grants, loans, or direct payments to individuals, governments, firms or other organizations.”

“The FPI allows members of the public, oversight bodies, Congressional stakeholders, and other interested parties to explore federal programs – including their objectives, applicant eligibility, and both estimated and actual program spending. Users will also be able to explore programs via search, allowing them to filter across categories, agencies, types of assistance, and types of eligible applicant to build a custom list of programs,” OMB said.

The nearly 2,400 programs initially listed are divided into 20 general categories, of which the income security and social services category accounts for the largest amount of spending. Those categories in turn are broken down into five sub-categories, with listings of the top five agencies involved and the top five eligible applicant types.

The site leverages existing data sources such as SAM.gov and USASpending.gov to give users “detailed information about a program’s spending, including specific awards and recipients via USASpending.gov, as well as available grant opportunities via Grants.gov.”

It results from a series of pilot projects starting in 2012 under 2010 revisions to the Government Performance and Results Act. In more than a decade since, there has been regular pressure from Congress and the GAO to get the inventory up and working.
