The federal financial management workforce is aging and
faces inefficient work processes, uncertain future needs and
a skills imbalance, says a white paper by the Joint
Financial Management Improvement Program.
The paper calls for a workforce transformation strategy
devised in partnership between CFOs and agency human
resources departments.
It said managers should develop a recruitment strategy to
address staffing shortfalls and retain younger workers,
CFOs should create a vision for continuous learning,
financial management personnel should be responsible for
acquiring competencies both in the service of the
organization and their own careers, and managers should
establish financial management intern programs and utilize
the Intergovernmental Personnel Act to improve the mobility
of senior and mid-level employees, something that is almost
exclusively used in scientific, technical, or medical
programs.
