
The House Oversight and Accountability Committee has scheduled a hearing Thursday on OPM, a session that could set the tone for the 2023-2024 Congress for relations between that agency and the key congressional committee with jurisdiction over it.
“The hearing will examine the Office of Personnel Management’s administration of human capital policy for the federal workforce and benefits for federal workers and their families, how OPM intends to strengthen the merit-based civil service system to ensure the federal bureaucracy works on behalf of the American people, and OPM’s implementation of healthcare provisions of the Postal Service Reform Act,” a committee announcement says.
“Under Republican leadership, the Oversight Committee is committed to rooting out waste, fraud, and abuse in the federal government and all its agencies. I look forward to hearing from OPM leadership about the steps the agency is taking to reduce the risk of waste and improve their operations to the benefit of the American people,” chairman Rep. James Comer, R-Ky., said in a statement.
Comer already has sent several signals by pushing through his committee a bill to make “censorship” a firing offense for federal employees and by pushing through the full House a bill to roll back telework to pre-pandemic levels, with agencies having to make a business case for greater amounts. Neither of those bills had hearings in the committee, shortcutting the usual process.
Teleworking is likely to be among the topics raised at the hearing, as well as a recent GAO report on ineligible persons being covered under the FEHB program—adding to premium costs for both enrollees and the government—and the longstanding issue of the time it takes for new retirees to begin receiving their full benefits.
