The Federal Labor Relations Authority has released a final "Guide to Negotiability Under the Federal Service Labor-Management Relations Statute" after soliciting feedback to a draft issued in April.
The guide addresses negotiability terms and concepts, the negotiability process, the bases for dismissing negotiability petitions, as well as issues that frequently arise in negotiability cases such as management rights.
The FLRA said it also plans to announce a series of negotiability-training dates in the near future. The guide is at www.flra.gov.
