In response to legislation proposed recently in the Senate, the Federal Managers Association has called for mandatory supervisory training to be funded by Congress.

The Federal Workforce Performance Appraisal and Management Improvement Act of 2006, sponsored by Sen. George Voinovich, R-Ohio, and the Federal Supervisor Training Act, introduced by Sen. Daniel Akaka, D-Hawaii call for mandatory training for federal supervisors.

FMA national president Darryl Perkinson spoke recently before the Senate government management subcommittee on behalf of the Government Managers Coalition, and argued that experiences in some federal agencies have shown that training costs are not sustainable. He called on Voinovich and Akaka to tack on amendments providing for an annual authorization.

He also said each agency should be given a five to seven year period to implement mandatory supervisor training programs.
