By: FEDweek StaffGAO has issued guidance on complying with requirements of its “Yellow Book” used in auditing government programs and spending in light of revisions it made last year.
“Since we issued the 2024 Yellow Book, we have received numerous questions about establishing and maintaining a system of quality management due to its importance to audit organizations that conduct audits of government entities, entities that receive government awards, and other entities,” the GAO said.
The guidance, in question and answer format, “is intended to help an audit organization in its deliberations about designing, implementing, and operating a system of quality management for engagements conducted in accordance with the Yellow Book.”
The revision to the Yellow Book—formally, the Government Auditing Standards publication and generically called the generally accepted government auditing standards—”strengthens an audit organization’s framework for conducting high quality government audits through its system of quality management,” it says.
Those changes included, for example, introducing the concept of quality management to replace the concept of quality control; requiring an an audit organization to design and implement a system of quality management that complies with Yellow Book standards; and requiring that audit organizations investigate any deficiencies in a system of quality management, take remedial actions, and evaluate those actions.
